What Exactly Is an Exit Code?
Every country's network uses a short prefix โ usually 00, 011, or a longer string โ to signal "international call". The full dialing pattern is: exit code + country code + local number. For example, from the US you dial 011 + 44 + the UK number; from Japan you dial 010 + 44 + the same UK number.

Why the + Symbol Makes Exit Codes Optional
On mobile phones, the + sign is a universal exit code: the network automatically selects the correct international prefix for your location.
